Best place in Florida for spring break?

I'm going to Florida for spring break...but I need some advice as to where to go. I was thinking Miami, Panama City, or the Keys. I've been told Panama is very rowdy & dirty...I don't know as I've never been there. I don't want to go anywhere that's too rowdy, or unsafe...I'm 21, & I like to have a good time, but I'm cly. So any suggestions?
