You might have a chance but in my opinion the odds are not good. You probably won't be able to convince her that her guy she is seeing is bad, because she will think you are just trying to get her yourself. Odds are she will realize he's not that great (he doesn't sound evil or anything, but maybe a bit of a loser) and eventually leave him. But that doesn't mean she'll want to be with you either. So if you want to be her friend only in hopes that she'll date you you can probably do that but don't hold your breath and don't let that keep you from being with anybody else.
