Why are CIA death squads killing with “impunity” in Afghanistan?

The author seems to purposely make the contributor to these attacks vague to try to confuse the reader into believing the CIA could be involved. He repeatedly switches between organizations such as the SFO, the Afghan police, the US soldiers, and "International forces" making his accusations impertinent and impossible to follow. There is no way that he could keep a watch on so many organizations let alone know who they are. I think that he is just trying to bring attention to himself.
